Is President Biya about to get away again with another Fake promise?

Following a contract signed on Wednesday 27 July 2016 between the government of Cameroon and a Chinese company Sichuan telecommunication construction engineering cooperation limited, some 500,000 laptops were promised by the head of state to be provided free to benefit Cameroonian university students.

Few months after making the promise, students all over the national territory took to the streets thanking President Paul Biya for his willingness in offering them made in China laptops. But nothing till date is being mentioned both in government circles and in the universities about the laptops.

The deal worth 75 billion francs with approximately 150,000francs per laptop comes in the form of a loan from China Exim Bank, to be paid in 10 years’ time, and was suppose to see each student in both public and private higher institution of learning in the country, going home with a laptop.

While speaking during the signing ceremony, the Minister of Higher Education Femme Ndongo reiterated that the distribution of the laptops will cover only the 2016/2017 academic year, that the deal falls within the Head of State’s “special youth programme” announced last February 10, and also stated that it is part of the government’s plan to promote “e-national learning” in Cameroon.  But the minister never made mention on the criteria for distributing the laptops.

With the academic year gradually coming to an end, many have been murmuring privately that the President Biya laptop gift was just another political hoax, but wonder why it is so easy for the president to get away with the promise he made to his citizens.  It is even becoming more glaring now that President Biya cooked up the laptop jamboree as a political weapon, to woo the Cameroonian youth as elections draw nearer.
